HELP! how do i Downgrade with 9.9.0-26u! on 2/3/2016

I am on a n3ds. So i have been on the forums and such to figure this out for a good hour. I haven't touched my 3ds since tubehax first came out. I'm now on 9.9 and i tried the browserhax but i get an error saying "The internet browser cannot be used at this time. please check your network environment or try again later".

Do i have to go grab Zelda OOT? because people are saying you have to use this hack to get this hack to work. blah blah blah.

Just want to downgrade my n3ds so i can get...
