arm9 install? when in hbl is just loops help?

It look like i have amr9 install it load emu but notice that fbi was not install.
Power cycle the 3ds to get back to system try to o load hbl but all it does is when i am tying to inject hbl to safety on emu the hbl just load again.

What am I doing wrong?
What step if any did i miss?
