Region-free CIA on CakesFW SysNAND N3DS? or changing region?

I have followed https://github.com/Plailect/Guide/wiki
now I have CFW on sysnand and no emunand onmy N3ds...

I have done all that to be able to install 2 things- Binding of isaac and SMILEBASIC. the last one wasnt released to my region(EUR) and I wanna install it...

1. can I install and run out-of-region CIA content natively(FBI)? if yes, how? if no, how to do so? or do I need to make a JP/USA EMUNAND?
2. can I have SOMETHING which, when pressed, will run my CFW in JP region...
