Downgrading O3DS from 9.8.0 25e to 9.2.0 20e completed but wont load settings

Hi guys,

I've searched the forum and I know it's another downgrading question but I can't seem to find a similar post.

I've completed a down grade using these steps.

1. browser hack
2. hbl
3. sysupdater 4.2

everything installed fine, it rebooted after the install and I go to the settings to check out FW version and it locks up on the 3ds screen. I've tried booting into settings a number of times without any luck.
I can't successfully load rxtools from the hbl.

What can I do, any...
