[QUESTION]It's possible to create a USA Emunand on a Japanese / European 3DS?

Question is on the title:
is it possible to create a USA emunand on a jap/eur 3DS?
I want a new O3DS, i found a guy on ebay selling a japanese 3DS with 2.0 Firmware, so, if i update it to 4.x i can do the Emunand with signed rxtools (rxpasta)?
