[Q] Reinand Could Not Access AM services

Hello, I just get ahold of a new 3ds xl with 9.0 firmware, however, when I launch reinand then fbi it says it doesnt have access to the am services? However Pasta CFW, when I install a .cia it shows up on my system nand. How could I fix reinand, and have cias installed to my emunand?
